A Foreigner Managed to Access the IEBC Electoral Body’s Server

An Independent Electoral and Boundaries Commission (IEBC) commissioner has claimed that a foreigner managed to access the electoral body’s server. The foreigner by the name Godino Omor and three IEBC staff deleted some presidential results and uploaded others into the server, commissioner Justus Nyang’aya has disclosed.

In a replying affidavit to a presidential petition filed by Azimio Presidential candidate Raila Odinga and his running mate Martha Karua, in which he is listed as fifth respondent, Nyang’aya ‘unmasked’ questionable access to the IEBC servers.

Mr. Nyang’aya stated that despite being appointed as in charge of ICT by the commission, he was instructed to handle only protocol issues. He said the foreigner was active from June 1, until the after the election and that he was busy on the IEBC server at night.

This, he said, is contrary to his expectation since he thought he would be the one to be involved in all discussions, negotiations and meeting with all third parties who would provide ICT services to the commission.

In his affidavit, Mr. Nyang’aya lists Gudino Omor as one of those who pulled down results that were uploaded from polling stations and uploaded new ones, without following protocol.

“As far as I am aware, the commission had developed any protocol or other guidelines that would indicate circumstances when an already uploaded form 34A from the polling station would be pulled down and be replaced subsequently,” he stated.

He says Omor was active in the server from June 1, and remained active in the server even after elections.

” I do not understand what a foreigner would be doing on the server at night,” he said.

“As far as I am aware, the commission has never given access rights to the IEBC server to Gudino Omor.”

Further, Nyang’aya divulged 370 people accessed the server during the election period and their details is yet to be availed to him and fellow IEBC commissioners.

Nyang’aya exposed the three IEBC staff as; Abdidahir Maalim, Moses Sunkuli and Gideon Balang as another group of persons that participated in pulling down results from the servers and uploaded new ones.

He says the three officials were working directly with the IEBC chair Wafula Chebukati and helped him in processing results that were announced at the Bomas of Kenya.
